This is a Dick Brewer Flip Tip.  When the shapers wanted more rocker back then they would make several cuts in the stringer, bend it and glue it.

This is custom artwork by John McGuire on this custom Chronic surfboard.  This was done on the deck after the board was sanded.  It is then given a clear coat to seal it.
